The A.TR. certificate is a document proving the movement and circulation of goods between the European Union and Turkey. It is not a document certifying the manufacturing origin, as often misunderstood.

The main advantage of this certificate is the reduced import duty between the European Union and Turkey. This certificate primarily applies to "industrial" products. For products such as agricultural goods, metal products, coals, etc., an EUR.1 certificate or EUR-MED certificate is required.

Goods movement between the two countries is possible without an A.TR. certificate, but in such cases, the full customs duty rate will be applied if the A.TR. certificate is not available at the time of import. The A.TR. certificate is issued by the Customs Administration of the State Revenue Service.
